FIX: You may be unable to manage IIS by using Server Manager if two threads access IIS at the same time

This problem also causes SharePoint Timer Jobs to fail. This fault seems to happen on 64Bit Multi-proc, multi-core servers all the time (hence why you hardly ever see it on your dev VPC).
